The Skanska–Flatiron Dragados Joint Venture has secured a $1 billion EPC contract from the Virginia Passenger Rail Authority (VPRA) to construct the Long Bridge North Project, a major rail infrastructure initiative linking East Potomac Park to Washington D.C.’s L’Enfant Interlocking.

This project marks the first phase of the 1.8-mile Long Bridge initiative, designed to modernize the existing two-track system into a four-track corridor. It will significantly enhance freight and passenger rail capacity between Washington, D.C. and Arlington, Virginia.

Under the contract, the JV will construct:

  • A one-mile, four-track rail system
  • Infrastructure extending from the Potomac River shore, through East Potomac Park, across the Washington Channel, and into L’Enfant Interlocking

The eastern tracks will be used primarily by CSX Transportation (CSXT) for freight, while the new western tracks will support Amtrak (state-supported and long-distance) and Virginia Railway Express (VRE) services.

Skanska will lead the construction, with support from Flatiron Dragados. The team will focus on minimizing construction risks and ensuring schedule and cost certainty through optimized planning.

The project is part of VPRA’s broader plan to enhance connectivity, modernize outdated infrastructure, and integrate regional and national rail services. The JV will work in coordination with multiple agencies including CSXT, Amtrak, VRE, DDOT, NPS, and the Federal Railroad Administration (FRA).

The Construction of this project is expected to begin in July 2025 and finish by late 2030.
