In a major boost to India’s green energy ambitions, L&T Energy GreenTech Ltd (LTEG) has been selected to develop India’s largest green hydrogen plant at IOCL’s Panipat Refinery in Haryana.
The project, which will operate on a Build-Own-Operate (BOO) basis, marks a landmark collaboration between Larsen & Toubro and Indian Oil Corporation Ltd to support the Government’s National Green Hydrogen Mission.

The plant will produce 10,000 tonnes of green hydrogen annually over a 25-year period, powering IOCL’s refining operations with clean energy and significantly cutting down carbon emissions.
The hydrogen will be generated using high-pressure alkaline electrolysers, which are being manufactured in L&T’s state-of-the-art Hazira facility in Gujarat — further reinforcing India’s drive for Aatmanirbhar Bharat in clean tech.
The green hydrogen plant will run round the clock using renewable energy sources, making it one of the first industrial-scale green hydrogen deployments in the country. This aligns with IOCL’s broader de-carbonization strategy and India’s national goal of net-zero emissions.
